Future plans
The former Kelly AFB has been
converted to a major industrial park and cargo airport named Port San
Antonio (previously KellyUSA).
As Port San Antonio grows, traffic in and around the area is expected to
increase substantially, especially truck traffic. Therefore, part
of the redevelopment effort includes the proposed construction of an
expressway (Kelly Parkway)
connecting US 90 with I-35 South, Loop 410 South, and SH 16 South by way
of Port San Antonio. It is anticipated that part of this route will
include Spur 371.
History
Authorized by Minute Order 51835
(September 25, 1962). This route was first proposed around 1964.
It was complete and open to traffic by 1968. It originally had the
unimaginative title of "Kelly Access Freeway", but its name was changed
to General Hudnell Drive shortly after it opened. Major General
William Hudnell retired as commander of Kelly AFB in 1965.
